GOpenCNR's own part of the governance charter, covering its three councils, their seats, terms and elections, who elects them and what each decides, how they start, and why standing earned in GOpenCNR counts nowhere else.

What this rider is

The family's charter has a shared part, which binds every product alike, and a rider for each product. The shared part holds the machinery every product shares, among them standing, global motions, majorities, vetoes, the Joint Council, sponsorship, visibility and the fence. This rider holds what is particular to GOpenCNR: its councils, their seats, terms and elections, who counts as its operators, what gives standing in it, and the matters only it decides. GOpenCNR adopts the shared part in full, and the two together are GOpenCNR's charter. The rider adds to the shared part and does not change it.

GOpenCDR is bound by the same shared part, and its governance charter is GOpenCDR's rider. This rider does not touch GOpenCDR's councils.

Who takes part

  • Tier 0, held by Gelhaus Solutions, runs the registry, Tier 0's hubs and the RPKI, handles cases with the holders, and carries out the councils' decisions. Tier 0's own hubs are covered by its reserved seat on the Operators Council.
  • Operators are certified hub operators, under the hub operator agreement, and audited transit operators, under the transit operator agreement. They count one per operator group: affiliated operators, as "Seats" below defines affiliation, form one group, however many hubs or transit links they run.
  • Community hubs and members are not operators. A community hub runs under automated conformance and the network participation agreement, and earns no seat.
  • Holders are the people and verified organisations that hold GOpenCNR space and ASNs. They elect the Community Council.

The three councils

GOpenCNR has three councils of its own, run in GOpenCSR and ranked in this order for the veto ladder the shared part describes: the Registry Council, the Community Council, the Operators Council. Their names are always shown with the product: "GOpenCNR Registry Council", "GOpenCNR Community Council", "GOpenCNR Operators Council".

GOpenCNR Registry Council

  • Seats: 7. Seat 7 is Tier 0's reserved seat; the others are filled by election.
  • Who elects: GOpenCNR's operators, with one ballot per operator group, cast by the group's designated voter.
  • What it decides: GOpenCNR's network policies and directives, among them the founding network policies such as the RPKI certification practice statement. It also hears appeals against abuse decisions and sanctions on addresses and the network, as the abuse and sanctions policy sets out, and appeals against restricting an account or removing a post where the post was in a GOpenCNR council or the conduct took place in GOpenCNR.

GOpenCNR Community Council

  • Seats: 7. Seat 7 is Tier 0's reserved seat; the others are filled by election.
  • Who elects: every holder that has had announced space for 90 days, or has held a hub or transit role for 90 days.
  • What it decides: new address space and what reaches beyond the network:
  • pools: a pool exists only by its motion, the founding pools included, which it passes with its first motions at genesis;
  • releasing quarantined space before the three months of quarantine are up;
  • the policy of each public pool, including the share of space a pool asks for and how that share is reduced, which a member sees before it applies for space from the pool;
  • public exposure: every grant of a public address for a member's services;
  • licensed exits: every accreditation of a licensed exit operator.

GOpenCNR Operators Council

  • Seats: one ex officio seat for each operator group, exercised by its representative, and Tier 0's reserved seat. An operator group takes its seat when its hub is certified or its transit is audited, and holds it while that lasts.
  • What it decides: hub and transit matters:
  • the conformance and certification rules for hubs and transit;
  • the hub operator agreement and the transit operator agreement, on the topics the fence allows;
  • the policy of an operator's own scope, on the topics the fence allows, by two thirds, with that operator recused.

Seats

  • Every seat is numbered and has a class: reserved, Tier 0 block, appointed by Tier 0, elected, or ex officio. It has a holder and a term. A seat is never transferred, and a released seat returns to where it came from.
  • Holders of seats are people or verified organisations: companies, associations, public bodies and registered groups. An organisation's representatives belong to it, accept the role and pass the checks. One governance administrator of the organisation appoints them; the organisation's other contacts are told and have 72 hours to object, and the council may reject an appointee within 7 days by two thirds of its other seats.
  • Alternates and proxies. A seat may have up to two alternates, and one person may vote several seats of the same holder. A seat may give its proxy to any member of the council, one proxy per member per motion.
  • Tier 0's block. Tier 0 may appoint block seats away for fixed terms, two years unless stated otherwise, and may renew or recall such an appointment at will with a published reason; votes already cast stand. Appointments and reservations are announced 14 days in advance. Tier 0's block seats are open to candidates every year.
  • Reserved seats. Tier 0 keeps its reserved seat on every council, which the council cannot change. Further reserved seats can be created only by the council with Tier 0's votes excluded, and never as a majority.
  • Affiliated groups. How many seats one affiliated group may hold is a policy of the GOpenCNR Registry Council, which it may change at any time. Affiliation covers control, employment, contracts and sources of income.

Elections

  • Elections are held by secret ballot in GOpenCSR, by the electorates set out above.
  • Organisations may stand, naming their first representative.
  • Terms are two years and staggered, and a person may hold a seat for at most three consecutive terms.
  • Vacancies. A vacant elected seat goes to the runner-up where the election was less than six months ago. Otherwise it returns to Tier 0's block, and the council may appoint an interim member by a majority of all its seats.

Attendance

After three consecutive missed votes, a seat no longer counts toward the quorum; after six, the council votes on vacating it; after nine, it is vacated. A declared absence is excused. A seat left without a voter gives its holder 30 days to name one, during which the previous voter keeps it, or Tier 0 where the previous voter was removed. After that, the seat returns to Tier 0 or goes to election.

Genesis

All three councils exist from GOpenCNR's genesis.

  • The Registry Council and the Community Council start with every seat held by Tier 0: seats 1 to 6 in Tier 0's block and seat 7 as its reserved seat.
  • The Operators Council starts with Tier 0's reserved seat alone. Operators take their ex officio seats as they are certified or audited.
  • Each person elected to the Registry Council or the Community Council takes one seat from Tier 0's block. The reserved seat stays with Tier 0.
  • Until people are elected, Tier 0 votes the block seats in the councils' own motions. There are no interim acts outside the councils: even the founding pools are council motions. A decision carried by Tier 0's seats is flagged as such.

Interests and recusal

Council members and Tier 0 declare their interests and recuse as the council conduct code sets out. Tier 0 does not recuse until a majority of a council's seats is elected. From then on, on a matter about Gelhaus Solutions' own resources, Tier 0's block seats on that council abstain.

Standing stays in GOpenCNR

  • Standing never crosses products. Nothing earned in GOpenCDR counts toward GOpenCNR's seats, votes, candidacies, support or petitions.
  • A GOpenCNR allocation counts nowhere in GOpenCDR, neither toward its Community Council nor toward any other GOpenCDR standing.
  • A member's free <member>.gnet name, and every name under it, counts toward no GOpenCDR standing: not the electorate of GOpenCDR's Community Council, and not its candidacies, support or petitions.
  • GOpenCSR has no councils of its own. A matter that binds more than one product goes to the councils of each product as a global motion, as the shared part provides.

Policy scopes

Besides the scopes the shared part sets, GOpenCNR has two of its own:

  • each holder's network: its allocations, its audiences and how open it is to peering;
  • each transit operator.

Floors only. A lower scope may be stricter than a higher one, never looser.

Changing this rider

GOpenCNR changes this rider alone, under the charter-change rule of the shared part: a charter-change motion, after at least 30 days of public comment, passed by two thirds of the votes cast in the GOpenCNR Registry Council and in the GOpenCNR Community Council, each with at least half of its seats present. A change to the shared part needs every product it affects to adopt it, as the shared part provides.

Nothing in this rider overrides the law, a court order, or the rights members have under their own terms. Every version is kept in the document archive.
